<description>&#60;p&#62;@MrsTiz:  I agree. As a teenager there was a lot of stuff I was able to do that my parents had no idea. I had my own cell phone that I paid for (not on my parents plan) so there was no way they could access who I texted/called/etc. I wasn't a devious child, but I did things they wouldn't approve of (what teen doesnt?!).&#60;/p&#62;
&#60;p&#62;I don't think I can fully judge without knowing the parent's. Although I plan to put restrictions/limits on computer time, we all know that kids can hide very well. Even the most attentive and involved parent could be bested by a teen purposefully trying to cause trouble. &#60;/p&#62;
&#60;p&#62;Kids are definitely to blame.

Like if the parents of the bullied addressed the bullying with the bully's parents multiple times and they just brushed it off and changed nothing, then yeah I'd think they are definitely liable for their child's behaviour.&#60;/p&#62;
&#60;p&#62;I know lots of teenagers who got away with a lot of bad behaviour their parents never knew about. ESPECIALLY online.&#60;/p&#62;
&#60;p&#62;Overall, I think the kids are to blame. They're teenagers, they know better by now.

<description>&#60;p&#62;The teenagers are to blame, they are old enough (and I'm sure informed enough) about what htey are doing and the damage it could cause.  HOWEVER, I do think parents need to be aware of what their teenagers are doing online, if you are paying the phone bill you have a right to know what is going on.  In the world of technology you have to be aware of what your kids are up too, as well as making sure they aren't being bullied (or being a bully.)
