@Dahlia: So this may not help you, but I ended up ordering these:

Bogs Baby Milo Elephant Winter Sneaker (Toddler), Moss/Multi, 4 M US Toddler https://www.amazon.com/dp/B01C8KE0QO/ref=cm_sw_r_other_apa_C1phybMYP5QMH

They're stiffer than I had thought would work for him, but he's been outside in them twice now on gravel, dirt and mud and they're working great. I think he's already about as stable in them as he is in more flexible shoes. He won't be in these for long periods of time, so I'm not too worried about foot development. He's inside barefoot or in socks most of the time. But these are cute, cozy and waterproof. And surprisingly easy to get his fat feet into!

@Mrs. Turtle: check out Bobux Step Up boots online, they're designed especially for new walkers (with fat feet!) and their leather boots are pretty waterproof and hardwearing.

@Mrs. Turtle: I had to hunt around for a coupon code for Jack & Lily. They also sell them on Zulily here and there... While Zulily doesn't do returns, they've always given me full credit if I had issues with an item.

@snowjewelz: Those look so cozy. Thanks!

@KayKay: Thanks, I'll check them out. I took him outside today in his soft soled sneakers and I think he's still too unstable for stiff soles. He has a hard time on uneven ground and we don't have much even ground around here so he's going to have to learn!

@Anagram: Thanks!

@Dahlia: I know, I'm scared of ordering anything online because I'm not sure I'll even be able to cram his chubby little feet into boots. But we don't have any decent stores locally, so I'll have to bite the bullet and be prepared to do some returns. Right now I'm leaning towards the Robeez rain boots or the Jack and Lily boots. Ideally I'd like to find something cheaper (I'm assuming his feet will grow eventually...?) but I might just try one of those and hope they last all winter.

No suggestions, but I'd love to hear if you find something that works. DD is 15 months, about the same level walking and also has tiny chunky feet. I've tried a few pairs of boots at the kid's consignment shop and I can't get her fat little feet into any of them.

I think the Baby Bogs in neoprene are good for this. And Stride Rite has Sneaker boots that are pricy, but seem what you are looking for.

Crocs makes a rainboot that is really lightweight. Still a bit stiff, but at least less clod-hopper-ish.

You could also look at Stonz booties that are basically flexible weatherproof fabric covers for indoor shoes/heavy socks.

Last year I got DD these soft suede boots from Jack & Lily... They have more of a sole but still flexible. It was great esp for daycare.

@Truvy: Those look PERFECT! I'll have to measure him, but I'm confident he's no bigger than a 4...he might still be in a 3! He has very small, but very chunky feet. :) Thanks!

I was just looking for rain boots for my son, who is the same age and same walking ability. We love Robeez and I found they make a rain boot in their "Mini Shoez" line which have a soft, grippy sole and are one step up from the soft sole first shoe. The description says for "indoor, or light outdoor use" so I am not sure how waterproof they are. I didn't end up getting them because the sizes only went up to 4 and my guy has a bigger foot. They are called the Robeez City Slicker Rain Boot" and the shark ones are so cute!

T (14 months) has been walking for about a month or so and he's still pretty wobbly on uneven ground, like anywhere outdoors. I've been putting some Target Stride Rites on him lately with a soft, but grippy sole and he does great in them. They work fine outside when it's dry but it has started raining and he still wants to practice outside as much as possible, including walking through puddles. Any suggestions for early walker friendly boots that might keep him warmer and dry? I think he could do a slightly harder sole now, but anything big and clunky like rain boots I'm guessing would be really hard for him.
