Because if you want biological children and aren't super young, fostering could "get in the way" and when you finally start trying it could be harder. You can foster later without biological concerns of getting pregnant. However, there probably isn't a right answer, and it is more about where your heart is leading you. We were chatting about what we should do first and we both have different opinions on it. Most people I know have biological children and then decide to foster but there are a few who did foster care first.
