Curious question for HR bees...

When is it appropriate for a boss/supervisor/manager to comment on dress attire? For example, "hypothetical" if you will ;), if there's a meeting that is business attire and all employees are wearing a suit, is it appropriate to comment because someone wore a patterned dress shirt with their suit instead of solid white? The suit being professional (navy), tailored to fit, nice expensive dress shoes...

I feel like a comment like that would not really be appropriate if a male made it to a female. What about same sex to same sex (male to male or female to female)? Does that matter?
