Good question, I am not really sure.
I know for reading they use DIBELs assessment, so they should be at the green level, but they'd be moved up regardless of progress, just with additional support in first grade.
As for math, they're supposed to be able to do single digit subtraction and addition, including solving and creating word problems, simple graphing, and counting by 2, 5, 10, 20, 100, also simple geometry (a circle spun on an axis makes a sphere).

@looch: I somehow missed your response to this - sorry! I'm guessing that the requirements seem to be different depending on your school district or state/country? With the math - are they required to know this mentally?

Letter Identification (upper and lower)
Letter sounds
Concepts about Print (difference between letters, words, punctuation and directionality)
Blending Syllables/sounds
sight words (42)
Writing Spree (comprehension)
Hearing sounds
Math:
Correct letter and number formation to 100
Counting to 100 by 2's 5's and 10's
Recognize and draw shapes
Counting backwards from 20
Recognize coins and their value
Graphing
Beginning addition and subtraction (this is a 1st grade skill but they touch on it at the end of the year)

@Freckles: No, they are required to be able to solve it, using pictures, a number line, 10 frame or counting cubes.
I would think the requirements would for sure differ from state to state. I also think you're going to have some school districts in the state that also have a large population of ELL kids, so the requirements might be adjusted to reflect that too.
Additionally, I have learned that reading comprehension is a big item, that if the teacher determines there are comprehension issues, they can suggest summer school, even in Kindergarten.
