At 15 months, my LO had very little interest in the iPad, but the 2 apps that she did pay a little attention to (still less than 5 min) were Baby Bubbles and Kids Doodle. (We had a really long plane ride and I was in the same boat as you. )

So he hasn't watched any tv shows? My LO is obsessed with Daniel tiger, though I don't think she had seen it yet at 15 months. But that's our last resort in general- I downloaded 5 episodes on my old iPhone and put it in a kid friendly case. This way she knows she can only watch it on THAT phone, mommy's phone doesn't have videos. She hasn't really gotten into any apps yet, since I just use the Daniel videos for my last ditch efforts.

There are youtube cartoon videos of kids songs (Mary Had a Little Lamb, etc.). If you just search "kid songs" or "baby songs" a ton pop up. I find them deeply annoying but my kid loves the heck out of them. Mickey Mouse Clubhouse is also a hit and 50% less annoying.

bubble Guppies on Netflix keeps my son quite intrigued on long car rides!

DS LOVES LOVES LOVES LOVES Mother Goose Club. I think the characters are a bit um, weird, but they sing nursery rhymes. DS sings along and since they've compiled all their mini shows into one long one, that's helpful also (vs waiting for the next show to load and stream).

Our LO likes an app called Baby Finger on the iPad. LO touches the screen and shapes appear and disappear with silly sound effects. And we introduced Daniel Tiger a few months ago when we had several trips coming up. He loves him so much!
