Not under $200, but I've been pleased with how quiet our new vacuum is. It's lightweight and seems to work great so far, and we have 4 dogs. After going through 3-4 cheaper, bagless vacuums we decided to spend a little more. I think it was well worth it.

Our Shark is pretty quiet, at least compared to other vacuums I've used. Ours is the purple shark, I think it's the navigator? Pretty sure we paid around $100 ($120 with a 20% off coupon at Bed Bath and Beyond).

Our Roomba is quiet. It still scares the baby but he's scared of everything. It's quiet enough to run during naps and it doesn't bug anyone (I just put a hamper in front of the baby's room so Roomba doesn't bang on the door).

I was gonna say Roomba too. I usually vacuum at night when they're sleeping since both their white noise is loud enough that the vacuum noise kinda blends in or can't be heard at all. But I put the Roomba upstairs.

Our Miele is really quiet. It's a canister which I think helps. On the other hand, my toddler was terrified of our roomba. I had to get rid of it. We also got her a mini fake Dyson which warmed her up to the vacuum

Another vote for Miele. Not under $200, but worth the extra cost in my opinion.

We have a Miele and a roomba and I think they're both pretty quiet. I think if your LO and dog are already scared of the vacuum that the roomba might be scary though. I'd def just out the Miele though. Ours has different settings (with different suction levels) so you can run it on a quieter setting too around the scaredy cats

We have a miele too (the cat and dog one) and it has quieter settings. We've been really happy with it!
