DD has regular character undies and they pretty much would go over her belly button if they were up - problem is she hates anything high up - she pulls down her underwear (and shorts and skirts to her hips).
Do they make low rise undies for kids?

If you search for "toddler hipster underwear" you will get a lot of options. They are low rise underwear, not underwear for toddlers that are into ironic bands.

All of the "regular" character ones DD wears doesn't go up to her belly button. Then again, she wears a size smaller b/c she's a stick.
