All I have to go on is that she wants makeup and is interested in arts and crafts. I can totally cover the makeup part of the equation but I'm not artistically inclined myself plus there is just so much variety in that area, I'm stumped! Anyone come across anything that would fit the bill?

Ha- ETA read that wrong. I love Le Pen sets- they are gorgeous. Or a postcard size pack of watercolor paper and a mini paint set.

Maybe a smashbook? I got one for my then-12 year old stepdaughter last year, and if she loves arts and crafts I think it'd be in that realm:

At that age, I did a latch hook pillow and made knit hats on those round looms. I'd also check into Klutz kits like these:
