Except after C, or in sounding like A as in neighbor and weigh.
I think it falls into the "sounding like A" camp since it's from the Irish. they would say it more like Shay-la

I before E rule is incorrect something like 75% of the time. It is definitely Sheila.

I was having the same concern about my daughter's spelling! (Keira vs Kiera).
I think Sheila is definitely the more common spelling

It is definitely Sheila. And the little rhyme is not the end all, be all for English spelling. Our language is weird! (See - there's another word that doesn't fit the rhyme!)
According to Wiki, Sheila is a common given name for a female, derived from the Irish name Síle/Sìle, which is believed to be a Gaelic form of Cecilia. So maybe the C of Cecilia is what lends Sheila to the "ei" versus "ie" spelling.

@Mrs.KMM: I think Irish people just loved their vowels and tried to use as many as possible.
How Aoife = Eva will forever puzzle me (though I do think the name is pretty!)

Sheila as in She-la. However a friend of mine pronounces her name Shay-la and it's spelled EI.

@Mrs. Lemon-Lime: The first - Kear-ra, and that's why I chose that spelling, I didn't want people being confused by the pronunciation. I actually wanted Kira, but DH didn't like that spelling

@swurlygurl: the name that always trips me up is Lara. The first person I knew with this name was a little camper and she pronounced it Lair - uh like Larry. Almost every other Lara pronounces it closer to Laura with that strong R sound.

My mom's name is Sheilah, spelt with the h, but I see it spelt more without the h.

It's Sheila. The whole I before E rule makes me think of comedian Brian Regan's bit on it:
"Brian, what's the i before e rule?"
"I before e... ALWAYS."
"What are you, an idiot, Brian?"
"Apparently."
"No, Brian, it's, "I before E EXCEPT after C, AND when sounding like A as in neighbor and weigh, and on weekends and holidays and all throughout May, and you'll always be wrong no matter WHAT you say!"
