Tula says min weight of 15 lbs for the carrier. She's right at 15 lbs but she seems a little small still. Are her legs ok like this? Or should I wait?

It looks a bit like her legs could do a little growing before she really fits. If she's not complaining, then you could go with it. You could always try rolling a receiving blanket under her bum, too.

@Weagle: I wore her in it out and about today and she fell asleep so must not be uncomfortable! Thanks for the blanket tip.

Yep I would try a receiving blanket under her bum too. You can also froggy her legs if you think she is spreading them sort of wide. Nice Tula!!
