Not sure if this would work with the measurements of your dresser, but I'd:
- move dresser to where the shelf is
- put crib where dresser is now
- have toddler bed coming out into room (not against wall) between closet doors, bed rails if needed
- move spice racks up on the wall and have 4-cube shelf underneath them (can double as an end table for rocker)

eta: hamper behind door next to closet, diaper pail where you can fit it in near the dresser or move to bathroom

What about putting one of the dressers in the closet, the clothes are short, so you don't really lose hanging space.

I feel like the dresser is huge and a bit of a space waster, can you switch the changing pad to the top of the 4 cube storage thing or remove it altogether? I kind of get the feeling that once you put the bed in there, you're going to lose the functionality as a play space if that has toys anyway.

Depending on if you view the closet doors as a pain, maybe pull them off and put cute curtains up on tension rods to take up less "door swing" area.

Or you could put the spice rack book shelves on either side of your older one's new bed.

I was going to suggest putting the dresser into the closet as well—that’s how we made room when lo2 was born as they share a room. Maybe you can rearrange what’s in that closet now—like keeping high up in other closets, or getting storage containers that go underneath beds.

This probably won't work but I'm going to throw it out there in case you want to change things up or it benefits a later reader.....

We took off the closet doors and put a mini crib in that space. We don't like closets for clothes storage. Instead we use cubes in 2 bookcases, one for each kid, with books on the top shelves and clothes on the bottom. LO has an IKEA twin bed that is low to the ground and has two pull-out drawers underneath for storage.

I’d remove the hamper and diaper pail and slide the dresser closer to the door. Then put the rocker in that corner. The toddler/ twin bed would go along the radiator wall. Depending on the book spice racks those would stay as is or be reconfigured on the wall for your LO to access while in bed. The cubby would act as a night stand. The hamper and diaper pin could go behind the main door or in the closet or out of the room altogether. We gather soiled diapers and put them in the garbage daily and we put dirty clothes in the hamper in the laundry room.

We didn’t use the changing pad with DD2 very much. I know several people who have a hanging table in a more central location of the house and nothing in the bedroom. If they will be sharing a room, you won’t be able to change the baby in there at night anyway. I would consider getting a narrower, tall dresser they can both use for clothes. I would also consider a twin captains bed with drawers underneath. That might help with storage issues. My kids share a room and I really wish I had a chair in there. Reading to them at night is hard (I sit on a bean bag chair!). However you prob won’t be rocking a newborn in there at night when your preschooler is sleeping so I vote to move it out.

Related to one of the posts above - I really love the ikea daybed (hemnes) we got for my now 3yo, if you get a full twin vs toddler bed. I felt like it had kind of a crib like feel with the 3 sides of the daybed to make it cozy. We read on it all the time (just get some pillows for the back) which might help with removing the chair. Plus it has three HUGE deep drawers underneath that if well organized could really hold a lot of clothes etc (ours is a mess of toys unfortunately). It also has a trundle you can pull out - my kids have decided to sleep there together for the past week. Just a lot of functionality and it looks nice.

I have a changing pad on my own dresser and I think we could get away with just that since we live in a small house, so I’d definitely vote for a taller dresser.

@LindsayInNY: yeah! I don't think there is anything wrong with blocking the window if its the best use of space! We have to block windows in our house and it doesn't look so bad.
