Could be a nightmare, although some nightmares will actually wake them up too. And yes, they certainly can have nightmares this young.

My LO who is 8 months old still does this. It's a really sad cry...My DH jokes and says that he's having nightmares of breasts running away.

Sometimes he laughs in his sleep and maybe he's dreaming about running in a field of breasts!

Mine just did this a minute ago. His are usually low and very sad sounding. Sometimes I go in and put my hand on his chest and he settles down, and sometimes it just passes.
