Yes! My daughter is also 9 months old, and has been doing this for a while now. She does not have a lovey, so I think it offers her comfort to stick her fingers in my eyes, up my nose, in my ears, etc. The more tired she gets the deeper she goes and the harder she pulls on them... I thought it was a little weird the first time she did it, but after a while I realize it really settles her down.

Mine sticks her hand up in the air when nursing, and grabs at my face, puts her hands in my mouth and sometimes that means she sticks her finger up my nose.
