DH broke his leg two weeks before DS#2 came, thus making it really hard for DH to do too much. Has anyone dealt with parenting while on crutches? Does anyone have suggestions for how he can carry the baby around?

hmm maybe a baby carrier like the ergo, etc. if he feels stable enough on the crutches?

Since you DS is still so little, I would suggest something like a moby wrap. As long as DH feels stable on his crutches.
