When I encounter this with NICU babies, I encourage the Mom's to stimulate the baby to feed more aggressively when they are at the breast, and recognize the hungry vs wanting to "soothe suck" cues.

When the baby is feeding, do whatever you can to keep them awake and sucking, like undress them, rub their feet, and tickle their chin whenever they start to slow down to keep them going. When the stop, unlatch them right away (don't let them sleep latched on) and re-dress and bundle them.

Pay close attention to their sucking patterns, "soothe sucking" is usually more sporadic and shallow sucks, whereas "hungry sucks" are deeper/stronger and have more of a pattern. If they are "soothe sucking" you can unlatch and offer them something else to suck on (soother, finger etc) to soothe them with something other than the breast to teach them that breast=food, and that comfort sucking can be done with something else.

If you persist, you should be able to get some more time between nursing sessions.

How old is your LO? Mine nursed similarly for the first few weeks. When we went for her 2 week checkup and she wasnt at her birthweight, our doc recommended waiting an hour from when she finished before nursing again, and limiting her to 15 min a side. He said this would give me a chance to fill back up and help her get fuller. It worked for us. I was all about on demand nursing but since she wasnt gainiing, it wasnt working.

DS nursed like that for the first few months as well. He was a comfort eater due to reflux pain, so once that got under control things seemed to calm down and he started going longer stretches. DS is now 10 months and nurses every 4-5 hours, so it does get better
