I'm Canadian and I know that if I go to the US, my toddler needs a passport and a birth cert no longer is sufficient. This is a new-ish policy (at least 2-3 years)...I'm also pretty sure it's the same for US coming into Canada.

@Mrsbells: Yes! There's 3! Depending on where in Canada you want to go. Just confirmed with a fellow HBer that just drove from NY to Canada by land. You only need a birth certificate up until they're 14 if you are going by land. Her son was 1 at the time.

@Mrsbells: Just drove from Toronto to Buffalo last weekend with family. My nephew is only 4 and he was able to travel with just a birth certificate there and back with no issues.
Not sure if it is different for US citizens.

For land and sea arrivals:
Children: Beginning June 1, 2009, U.S. and Canadian citizen children under age 16 arriving by land or sea from contiguous territory may also present an original or copy of his or her birth certificate, a Consular Report of Birth Abroad, a Naturalization Certificate, or a Canadian Citizenship Card.
By air:
Definitely need a passport.
