I had her paint by putting paper and paint in a zip lock, close it, and let her move around the paint. Mess free painting.

If he's past the stage of putting things in his mouth, you can do home made play dough. My son wouldn't touch it for the longest time, but I'd spread some out and he'd stick penne pasta in it.

This isn't exactly art but I put a strainer upside down and then LO poked colorful pipe cleaners inside. Great fine motor.

I bought a big poster board (mural kraft paper would work too) and taped it down to the floors, and let her go crazy with crayons. I also did some yogurt finger painting in the kitchen.

I do lots with my kids, water colors are fun, painting in the tub, ripping paper and glueing the scraps, coloring, markers on tissue paper then squirt it with water so the color runs (my kids love that one), foam stickers, go for a walk and find natural items like sticks and leaves then come back and make a collage either with glue or contact paper. Let me know if you want some more ideas!

My kids love to draw with sidewalk chalk.. it's also fun to color with wet chalk or on a wet patio.

my only tip is if you are doing anything involving drawing/painting on paper, make sure to tape down all the edges of the paper to the table using masking tape/painters tape. so much less frustrating to have at least the paper stationary :).
A is 13 months too and i haven't done much art with him yet cause every time he just wants to eat the materials!
