I have these awesome shelves DH built for me in the bathroom, they are graduated ladder like shelves. But as you can see, I'm a horrible organizer! This is pretty much where we keep all towels. Bath towels, hand towels, wash clothes, dog rags, etc.
What could help me organize/make this look nicer??

I would find white storage containers that fit well on each shelf so that you could hide everything. You could get larger ones that would fit the towels and could be pulled in and out easily, and smaller ones for the bath products/cleaning supplies.
ETA: something along these lines.

I did my linen closet with Thirty One bags/items because I have a friend who gets me a discount.
TheContainerStore also has GREAT ideas. And Target has great pieces.
For the towels I would fine a solid color bin to store them either stacked or rolled - I only say solid color and not clear bc they are all different colors and I feel that always leaves a cluttered "feeling" even if they are neat and tiddy.
Then get a couple coordinating bins for the top two shelves for everything else. Try to sort it by utility (i.e. cleaning, showering, nails, kids, etc).
I bet when you are done you will have at least a whole empty shelf if not two.

@Mrs D: they just opened a Container Store right by my house actually I may have to check it out! I would be Thrilled if I had an empty shelf!!!
I agree though bins make everything look so much tidier. Any suggestions on places where I could find affordable ones?

Do you have Home Goods near you? Or even TjMaxx/Marshalls? I get a ton of storage bins from them! Next up I'd go to Target.

@MrsBrewer: Container store will be a bit more expensive than IKEA or Target. I think if I were you I would go cruise the Container store for ideas...then hit Target/IKEA to fulfill the ideas.

And I particularly long these taller more "magazine" looking bins on the second shelf from the bottom. I have them in my linen closet and pantry...the middle ones...they are from container store. The handles make then user friendly.
PLUS - dont under estimate the sterilite shoe (third shelf up - they have ones with white and clear lids too for a cleaner look) boxes from Taret (like $1 a piece) can be used with a lid and stacked or open with no lid for cleaning stuff that is taller!

Hobby Lobby, Michaels and AC Moore type stores usually have a half price sale on baskets and bins leading up to Easter. You might check them out.
Linen wise, towels will look a lot neater if you arrange them by size and have the "fold" facing the outside (like the first photo @lamariniere: posted)
Either that, or rolled for smaller towels and washcloths.
With open/visible storage, I'd probably also only keep one or two extra sets out in view and keep the others in a closet somewhere so they don't look like clutter.

I would probably put a tension rod up at the top and then use a piece of fabric to make a narrow panel.
Or paint the inside a bright color and use white plastic bins.

Update!!
I went to the container store, and found some awesome canvas bins! I bought 1 large, and 2 smalls just to bring them home for size. They are perfect! I have bath towels in the large on the bottom, then hand towels, and wash clothes in 1 small, and DD towels and wash clothes in the other small bin! I think I'm going to buy 2 more small ones and another large one (for the top shelf) thanks for the suggestions!!!

I was just going to suggest what @lamariniere: said... I have those white organizers from IKEA and they're so well made and I use them for everything!! I use them in my pantry and kitchen cabinets too to keep my spices, snacks, etc in order.
