We asked our ped this at LO's 15 month appointment and she recommended not using one as LO is still mobile in her bed and rolls around a lot. My LO never took to sleep sacks either so it would be nice if she could use a blanket but we've resorted to dressing her in footed PJs when it's cold outside.

LO is 15 months and we use a blanket and have since about 13 months. She ends up kicking it off anyway though, so we dress her in fleece jammies now that it's getting colder.

If you don't think the footed pj's are warm enough you could put a onesie underneath.

I am hesitant to use a blanket, even with my 16 month old, because I have this fear of her getting tangled up in the blanket and strangling herself. I don't think 10 months is too old for a sleep sack but if he doesn't like it, I'd just double up on layers or turn the heat up in his room if necessary. Fleece pajamas are always good for keeping warm...

We started using the AA dream blanket around 10 months. It is very thick and I never worried about it getting tangled because it can't really knot itself up like the AA swaddles can. It is also still highly breathable if you wad it up in front of your face.
