The entire top floor of my home is carpet and it's a tan/taupe colour. I'll be brightening up our living room with bold curtains and coloured pillows on our brown couch. But for our bedroom and even LO's room, I want to add a punch of colour and was wondering if putting a rug on top of the carpet was...Stupid? Do people do that?

We did! I have it in LO's room, I wanted to add even more pink to her room

I would do it to brighten up the room. My only suggestion is to remove it before you go to sell the house. People think something is wrong with the carpet if you have a rug over it. Oh, also, if you cover the carpet for a long period of time, the area around the rug will be a different color than the area under the and that can cause concern when thinking about selling.

We did in our old place. The Dining room was carpeted with a light color and we put a nice rug DH got in Turkey under it that was a darker color.

Hmm...Interesting! I suppose the weight of the rug matters? Or, does it? Should I just do whatever the heck I want?? I feel so self-conscious only because I lack creativity!

@Rubies: I'm having this same dilemma right now. We're working on the nursery, and I really want a punch of orange on the floor. I'm worried that a heavier rug will look strange, but that a lighter cotton or kilim rug will keep bunching up and be a pain to vacuum. Maybe someone else will have some insight for us.

Do what you want. I am sure it will look just fine. An idea I recently saw on Pinterest (which I think my work computer is now blocking that site otherwise I would put the link) is to put lines of like bathroom caulk on the back of a rug to help grip it to carpet or floors. You can buy stuff that does the same thing, but the caulk seems easier actually and even cheaper.

You can! But I definitely recommend one that is more sturdy/thick vs. a flat-weave.
There are rug pads made for carpet that have a sticky side to keep things in place & work great.

Interesting, I've been wondering about this too, for our nursery. My biggest (neurotic) fear is that in a sleep-deprived state, I'll trip over the rug with baby in hand.

We do it ALL the time - sometimes with more than one rug. I say go for it!
