I am looking for cheap white frames or frames I can paint. I don't have an ikea near me unfortunately and I didn't love anything I saw when I went last.
I am particularly looking for around an 8x10 or document 8.5x11 size.

Dollar Tree. They usually have a TON of frames in all sizes and you can paint pretty much any of them. Also, they are only $1.

If you have a Hobby Lobby theirs are always 50% off (cheapest ones end up being about $5 each) or you can use the 40% off coupons they have every week. We got our nursery frames there and for 8x10 I ended up paying about $3.50 each.

Agreed on Ross/Marshall's/HomeGoods, especially the clearance section. But a dollar sounds even better!

I usually get frames at either Michaels/AC Moore (no Hobby Lobby near me) or TJ Max/Homegoods/Marshalls. I like the Ikea ones, but the nearest Ikea is like 40 minutes or more away so not worth it just for frames.

I second the dollar tree! I got a ton of black frames that I painted white for our wedding (for table numbers) and they worked like a charm. Can't beat $1.
