What is the deal with these? Safe? Not safe? It seems like they are unsafe for newborns but good for babies that are able to turn themselves over. Is that correct? Am I supposed to get some?

Unsafe.
Maryland has recently (June 2013) placed a ban on the selling of crib bumpers.

Unsafe but the plush bumpers are so cute! We never had one but we used a breathable bumper for a few months...I think those are considered unsafe too!

Unsafe and not recommended by the AAP. Far better to have a non-life threatening leg injury than a suffocation.

Yup unsafe but I know a lot of people who used the breathable ones when baby is a little older. Still poses a strangulation risk I think, per @mrsjacks.
I would not buy the plush ones at all and reevaluate your needs once baby is older.

I agree with everyone else. Since I live in Maryland (the only state to ban crib bumpers, I believe) this has never been an option. My 7 month old sometimes has his arm or leg sticking out between the crib slats, but always manages to pull his body back in and it's never been a problem.

As everyone else said, unsafe. We don't own one and have no plans to use one.

Unsafe. My daughter has caught her leg in the bars maybe 3 times in her 14 months of life. Not worth the chance.
