Yes - my LO wears a bib for all meals and snacks. I am pretty sure they do this until the kiddos are older (2+ I think?).
ETA: our center provides the bibs!

If we pack one, they use it. They request that if we pack messy meals (pasta, soup, etc) that we pack one.

They definitely do at mine because when I pick DS up he's clean. The only times he's dirty are when they give the kids popsicles outside on the playground. That's annoying that they don't and I would complain, Like how hard is that to do?

At ours they are available and the put them on the still messy eating kids, but my daughter (16 months) realizes the other older toddlers don't have them on and rips it off every single time. So yes she comes home covered in food most days!

I think they stopped using bibs around 20 months at our daycare.
