I asked DD's new preschool about bringing sunscreen for them to apply when they go outside (we live in CA so sunscreen is a must most days from here on out!) and they said that they don't put it on unless there is a doctor's note and most parents put it on in the morning and that's it.
is this common?

Yes. Our center wouldn't administer it either.
Now that he's at an in-home she will.. but laws are different for the center I think! I think it's considered "medication"

Ours applies sunscreen. We do sign a medication permission form...I assume it encompasses sunscreen.

They say they do but I doubt it. We apply in the morning.

Yes, they do. Lots and lots and lots of sun screen (LO often comes home with a thick white layer all over her) 
We have to sign a release, but not a doctor's note (only need doc signature for medicine)

Yes, we've never signed a sunscreen form. I doubt the medication one covers because we sign a separate one for diaper cream. In fact, they just sent home a note asking us to stick sunscreen in their cubbies because warmer weather is coming.

Not a preschool or day care, but I'm not even allowed to let kids apply sunscreen at school without a doctor's note, and even then it's supposed to be kept in the nurses office. In our climate it's not a huge deal, but still... I think it's stupid that they can't do it, but it's a liability issue, apparently.

Our daycare applies it as long as we have a signed form. No doctor's note needed, that's just silly. I'd be upset if their solution was just to apply it in the morning, it would have stopped being effective hours before they'd go out in the afternoon.

Yes definitely (in the summer, we live in Canada). We each provide our own sunscreen and it stays in their cubbies to be applied throughout the day. I would be upset if they didn't!!

Yes with a medication release signed by us the parents. Wouldn't need a doctors note unless it was prescription. The same release is required for diaper cream and regular lotion.
