We took L to Salem last year and she was around 15 months. She didn't quite understand what was going on because it was just a lot of people walking around, but she had fun with the people watching.

In terms of trick-or-treating, I don't remember anything particular happening just among the stores/vendors but there probably won't be any after Halloween has passed so if you were able to go the weekend before that might be better.

ETA: When we took her for actual trick-or-treating on Halloween she totally got it and loved putting the candy in her bucket so I'm sure your LO will like that part of it at 1.5 years old.

I went to Salem for a college event about 5 or 6 years ago - I think we went the weekend before Halloween. There are a lot of "interesting" people walking around to say the least...during the day it's probably more kid-friendly but at night it can get a little weird.
