I hate to admit it, but yes, I have read it. I had to for my job. I advise you that if you are going to read it, you also need to read the other regulations, FAQs, and notices that were published after it. The other regs go into more detail about what is in the Act and how it is to be implemented. This is a good website to use as a reference: http://www.dol.gov/ebsa/healthreform/.
