I would probably say something very simple like "Please join us for an open house celebrating Grandma's 90th Birthday" and then give the details of when and where. I don't think you need to specifically address the food issue. People should infer based on the time of the party that a full meal shouldn't be expected.

@MediaNaranja: You could mention that *refreshments* will be served . . . but I agree with @MamaMoose that you don't have to indicate whether there will be food provided.
