My DD didn't wear shoes until she was a steady walker at 11 months. At 20 months she has 3 pairs - sneakers, uggs and Sperry's. It annoys me when they don't match her outfit but not enough to buy more shoes that she will grow out of in a few months!

Sandals in the summer
Snow boots in the winter
Rain boots for spring and fall
Sneakers for outside
Sneakers for inside at Daycare
Dress shoes for at church and other fancy occasions
She also currently has ballet slippers for dance class.
So right now it's 7.

4 year old has a pair each of Keens (summer), rain boots, snow boots, "fashion" boots (Gap), "party shoes" (aka maryjanes), slip on glittery sneakers, canvas sneakers, Nikes, and crocs Mary Janes, plus a pair of saltwater sandals for the summer. I may have a shoe problem. But, kid is hard on her shoes and she wears them all.
DD2 has 2 pairs of hand-me-down pedipeds from her older sister but she also isn't walking yet.

@PrincessBaby: those uggs are too cute. may have to get a pair for DD1.
DD1 just turned 3. For fall and winter, she has:
1 pair of black leather dress shoes from old navy
1 pair of rain boots
1 pair of snow boots
2 pairs of sneakers (I usually just get one pair but someone got her frozen sneakers for her birthday last week, so there's no way we could return those....)
1 pair of gold ankle boots from old navy to wear with jeggings, leggings and tunic sets.
Prior to this (and being in school), I really did quite fine with 1 pair of dress shoes for holidays, 1 pair of sneakers, and 2 pairs of everyday shoes (usually a low shoe and a boot for fall/winter)

Miss A is three and we've gone for quality over quantity this summer, she has a pair of Clarks for preschool (good quality because we walk there and back), a pair of Bobux sandals as her good / dress shoes and she still fits her hand-me-down sandals from last summer. A also has a pair of gumboots but I don't really include them in her shoe count.
For winter A had a pair of leather boots, leather sneakers and an almost-too-small pair of maryjanes (all Bobux).

In the summer, DS has two pairs (gym shoes and sandals). Now, he has just one pair.

I feel like standard for my preschooler is:
A pair of sneakers for play
A pair of rain boots
A pair of dress shoes
Possibly a pair of casual dressy shoes, for outfits that sneakers look weird with but dress shoes look weird with too. Like sparkly slip ons or a leather bootie or something.
If we lived in a colder climate, warm boots or snow boots would be on the list too. But for us, rain boots with liners suffice.
For my 2 year old, just 1-2 pairs. She's picky and has to be very okay with her shoes or else it's an epic meltdown. Right now she has 2 pairs she will wear--stride rite Mary Janes and a pair of rain boots. Those 2 pairs will likely get us through all of fall and winter.

Umm maybe I like shoes too much? Or maybe Zuma does. She has probably 50 pairs of shoes. Pirate has maybe 10 pairs, well unless you count his hand me down moccasins I used to sell then it's close to 30. We like shoes here!

DD is 3.5 and has three pairs. Tennis shoes, Mary Janes and rain boots. Need to get a pair of snow boots soon! I got used to her outgrowing shoes as soon as I bought them so I go very minimal, although I could probably branch out now that she's slowed down.
