We are heading out of town next week so I hired a person to come to the house 1 time a day for 30 mins to check on my dog and feed her, and give her belly rubs. (we have a dog door so she can come in and out as she pleases)
They will also grab the mail and water my plants on my deck.
Its about $100 for the week - should I tip her? How much?

You're already paying them a fair wage so why would you tip on top of that?

I'm a huge tipper and i would actually not tip in this instance. $20/visit (i'm assuming you're talking about 5 days) is pretty standard and there's no need for a tip on top of that.
I hire a cat sitter fairly regularly for when we're out of town. And we tip him at the holidays but thats it.

I would not tip, unless they did something above and beyond. For example, coming by when your return is delayed or meeting a service person at your house.

@Mamaof2: No tip, unless it's a friend doing it. And in that case we pay them and bring them something (small) from our trip. Usually food.
