@bunnylove08: We do - DH also does the training, handling and feeding, and we even have DD help with the feeding (making him sit and stay until she finishes). So he knows that they are also in control. I actually had a really nice crate, but I gave it to my sister since I didn't need it anymore.
@MrsTiz: Unfortunately, I can't let him be an outside dog. I live in TX and it is so hot and humid (100+ w/ the heat index) during the summer and he also will dig.
@Apex: My sister and I have always had a rocky past, so I don't attempt to understand her thought processes....

I agree with @Meltini: on the rescue option, I called every rescue groupl I could find to see if any of them would take MIL's beagle and none would. The only one that said yes said there was a 90% chance that they would put him down.
