What about making basically a mini tutu to go around the paper stand up? If you made the elastic smaller than the waistline it should hold up?

@Mamaof2: yeah, I just don't think even craft/tacky glue would hold the tulle to the cardboard/paper. Hot glue might be iffy and might burn the tulle?

I second the mini tutu idea. I think a hair elastic might make a good base for it.

I would use hot glue I don't think it would burn the tulle, but you could try in a little spot first. I typically use a low temp hot glue gun and that would definitely work.
