I think it sucks for the hurricane victims, but as someone who used to work retail at a big corporate chain, it sucks to make exceptions for certain people because then you have to make them for everyone! BUT in this instance they should probably go ahead and accept them in hurricane-hit areas since it's the nice thing to do, plus the bad publicity could be really damaging.

I understand why the stores didn't accept them. I worked in retail for a long time and some stores computer systems wont even accept expired coupons. At VS, it was always a no to accepting anything expired.

If my house was damaged and I was evacuated and without power/water/gas for so long, I don't know that a coupon would be what I was worried about.

I don't know anything about Old Navy's Supercash, but I could definitely see where they might feel if the person has had the coupons for months, the hurricane isn't really a good excuse for having not used them. And I've worked in retail too, so it can be really difficult to over-ride the computer system to accept expired coupons, if not impossible.

That said, I agree with @tororojo about them accepting them in areas where the Hurricane hit the hardest, if only to avoid the bad publicity!

If they complained, they'll probably receive a coupon equal to the one that's expired. Most large retailers will do this.

My Banana Republic (same as Gap/ON acct) store card was the first card to send a message that since I was in the area affected, they would understand if I could not make my next payment, etc., etc. I thought that was really nice of them.
