MIL threw us a small baby shower (after we specifically asked her not to!)...anyway, now I want to make sure we send thank you cards to those that attended/got us gifts. Is it weird to send personalized cards with maternity pictures on them? Also, both SILs were there but neither of them got us anything. Do we thank them for coming?

Definitely send your SILs a thank you card just thanking them for coming. I did the same thing with my MIL who attended my shower but didn't bring a gift.
I would think using maternity photos for a photo thank you card would be fine, but I don't usually do photo cards in general, so I'm not positive! If you do do that though, you should at least write a personalized note thanking the people for coming and/or whichever gift they gave.

A photocard is fine, but I think a personal message is always better than a generic one sent to all, if possible.
And do thank your SIL's for coming, even if they didn't bring a gift!

I will be the oddball and not send SIL a thank you card for coming - I assume you thanked her at the party?
I think it would be cute to have maternity pic on there!

I agree with @Mamaof2: and say only send thank yous for gifts not attendance. And personally for showers I prefer to send a classic written thank you, I don't think a picture one is necessary unless you want to spend the extra money. I think they usually go in the trash.
