Most of mine are from local boutiques, they have the most fun selection. I do give in to Target, American Eagle, and Von Maur as well.

I've seen some beautiful ones at thrift/consignment stores. If you/they are ok with second hand you might be able to get them several instead of just one.

Gap had some really cozy ones when I was in there yesterday. Kohls also had a bunch that were really pretty.

Silk ones? I usually buy them at department stores, they always have them on super sale it seems.
I have a large colleciton, but they're too formal for my life these days.

I second @bpcmarj. I like Gap scarves as well or from Anthropologie (but those are sometimes $$$).

Forever 21 & H&M on the cheap. Anthro for nicer ones. Nordstrom Rack and Loehmann's also for some good deals.
