Often, parents are too exhausted to have sex. So, how do you keep the interest in, and therefore increase the frequency of sex?

I think time, desire and energy are all very different things. It's not that there's no interest, it's that sometimes sleep wins over sex so that you can function at work the next day.
So my response will be sometimes dishes & laundry just have to wait!
