I use the top drawer for supplies. hang all of her shirts, one drawer for pants and one drawer for blankets. I also have a hanging organizer with 8 cubbies in her closet for socks, bibs, hats etc.

I used the top drawer and drawer organizers from Ikea. They're just cloth boxes that separate the drawer into sections. The other half of the drawer I used for bibs, socks, mitts, and other small items. In the second drawer I kept all the onesies, pants, and other clothes. The bottom drawer was for blankets and other linens.

I'm 5 foot too, so I wanted something within reach since babies tend to roll. We have the DaVinci Emily changing table (~$250 @ Target). We use use the top drawer for diapers and supplies, the second drawer for shirts and pants, and the bottom drawer for blankets, sheets, changing pad covers, etc:

I keep hats, bibs, burp cloths, and socks in another part of the room with one of the Target closet cubbies ($20)with Babies R Us cloth drawers ($5 each on sale):

I;m not sure if you have an Ikea around you but we bought a changing pad from there. It's smaller than the typical size changing pad so you could put the diaper changing supplies in a small basket next to it (which is what we do). It's cheap too! And they sell a cover that's towel material. Here's the link!

I don't have a dresser, I have an antique buffet thing. It has drawers in it so I keep the wipes and cream in there, and the diapers in a basket under it.

Our changing table has a drawer and then two shelves underneath. We keep diapers and creams and toys (to keep him distracted) in the drawer. On the first shelf, we have his wipes warmer and 2 canvas bins with miscellaneous baby items (extra wipes/diapers, baby medicine, first aid kit, etc). And the bottom shelf has our diaper genie refills and other knick knacks.

@aMohror: Love it, but our baby isn't here quite yet. It's quite roomy for a small dresser, and it easily holds a whole ton of clothes and blankets along with all of our cloth diapering supplies!
