I have no idea but is it maybe something to plug your nose for swimming? a nose clip or something?

@gotkimchi: that's what people keep suggesting but I can't figure out how that would work with those big handles on the end...unless it's an applicator?

@mediagirl: Is it a capsule filler/holder? I use essential oils, and I know you can buy like.....empty "pills" and you can put drops of oil in there.
Maybe this contraption holds to two sides to the capsule, and then you close it together to fit the sides together?? It's a stretch....but who knows!

Could it be a (weird) badge/key card holder? Like, you could loop the key card through the left end, snap the middle shut and then loop the holes/loops on the right side through a belt????
