As the mother of a 1 year old... I think she started learning to be a little manipulative a couple months ago. I definitely think shes in spoil-able territory now.
And while I dont think you cant "spoil" a newborn, I definitely think you can teach them bad habits.

I would say around or after a year old. P is 1, but I don't think she's quite there yet. I believe infants act based on biological & physiological norms for our species, but sometimes those do conflict with our pretty new cultural norms thus creating bad habits or to some being "spoiled".
