At 28 I feel I'm in the "in between" club for clothings so I'll give you my random mix for shopping:

Target, Kohl's, NY & Company, Express, The Limited, The Loft, -- work stuff and basic tees/casual wear

Francesca's, Von Maur, local boutiques, Old Navy -- weekend dressy wear/casual wear.

I wear a lot of plain shirts from Target and dress them up with accessories (scarves, jewelry, ect.) I also wear coverup/cardigans to layer to make outfits appear different. every once in awhile I will go into the "teen" stores for fun going out tops if I have a date night or girl's night and want something fun!

I'm 26 and my go-to for almost all my clothes is The Limited. I also buy my jeans there and dressier tops. I probably need to branch out a bit, haha. I also like Old Navy, Banana Republic Outlet, New York & Company ...

I'm a big J.Crew person (mainly on sale!), same with Anthropologie and I also like Old Navy and H&M for some fun basics. We have Loehmann's here where you can always find name brand items at discounted prices.

Zara has tons of non-frumpy stuff that isn't outrageously priced. I started shopping there a lot after having LO since I don't really wear much dry clean only clothing anymore.

For good quality, splurges I love Bloomingdales and Anthropologie.
For middle-of-the-road I love J Crew, Gap and Madewell.
For bargains I do Zara, TJ Maxx, Marshall's and Nordstrom Rack!
Oh and online I love going to Piperlime and shopping their clearance/sale items. Their range is really good...from really cheap to really expensive (but still bargains compared to normal price).

I like most of the other stores that were named too but the ones above are my go-to's.

ETA: I think that Zara is the more grown up version of Forever 21 So I'd start there!

I feel like now that I have a baby, I should start dressing more grown up now-- I just turned 28-- so it's probably long over due-- mostly for me that means dropping the rest of my logo/branded t-shirts

I buy all of my jeans at Torrid (I'm on the lower end of what's considered plus sized and their jeans fit AMAZING)- before that I bought a lot of American Eagle Jeans.

I only wear skinny jeans, it's what I feel the most comfortable in-- I buy most of my tops from Old Navy and Gap with a sprinkle of Target in there for good measure

I tend to err on the side of "shopaholic" so I try to stay in the more mid-range, not too cheap and throw away but not to expensive either
