Our house is fairly small, but we have a finished basement with lots of room to roam around. LO's first birthday will be fairly small - 15 adults, 8 babies/toddlers, 2 teens. Should i keep the party on the main floor (living area + dining room = 400 sq ft) or have the babies/toddlers down in the basement where they can play freely?

I wouldn't consider your party small. You are talking about 25 people.
Depending on the time of day and what you hope to accomplish at the party both spaces can be used.
Do you expect every parent to stay with their child? If so, even if toddlers roam free in the basement practically all the adults at the party will shift downstairs anyway.
Are you planning to open gifts at the party? What is the best area for everyone to see the goods? This activity could split the party spaces, so you use more of your home.
