You can raise the gates just high enough for the cats to scurry under or buy a pet gate that has a cat door in it.

My cat jumps over one gate, can squeeze between the bars on another, and goes through the stair railings to get around another. We just put it up and waited to see if he would figure it out, and he did!

I bought a gate on amazon that has a pet door. Spoiler alert: the baby can fit through the pet door
(and she has a 99% head)

We have a custom hate from the company below with a cat hole. Spendy but super high quality and ones with installation.

I would try with a regular cheaper one first and see if your cat can do it. I have a large cat and he can jump over ours if he wants to. It's surprising how they can move when they need to/or want something.

We put it off the floor about 7 inches so the cats can go under.
