We have hardwood all over, but then tiles that look like wood in basement & stairs. Our stairs are pretty short though.

I'd feel like it's kinda weird to just have carpeted stairs, unless other parts of your house are carpeted, or there's a door to the staircase leading down?

Our basement is (mostly) carpeted and the stairs are covered in matching carpet. Not sure I would have chosen to do it that way, but the guy we bought the house from had just put it in prior to listing, and there was no way we were going to rip out brand new carpet.

laminate stairs are incredibly expensive, btw. we were quoted $100/step. We have carpet on our stairs and in our finished basement and a mix of carpet and laminate flooring on our main floor of the house.

Most of the basement is carpet and the stairs have matching carpet. It kind of scares me though, because I find carpet to be more slippery than wood and I'm afraid I'm going to slip and fall down those stairs someday!

@Freckles: Maybe you can do the cheapest laminate possible that matches the basement floor, and then put those stairs rug over it?

We finished our basement last summer before the baby came and want to get it done as quickly and cheaply as possible. The back is unfinished and we just painted the concrete. The front we chose a cheap indoor/outdoor carpet and the we opted to glue down (no pad) it cost $300. Our steps going down were simple wooden cellar steps and to carpet them it would be another $300. We painted them black and bought rubber treads that wrap around the nose and we nailed them on the step
