R's feet are tiny, she wears a 3 with plenty of room. But her feet are chunky in the height. I don't think that she necessarily needs a wide shoe but the top of her foot is thick, so the straps are tight across her foot.
Any recommendations?

My DS has a high instep and has that strap issue, so at Stride Rite, they actually recommended Wide sizes. Maybe that would work for you as well...

See Kai Run seem wide. We just had to return an adorable pair because they were way too wide for LO.

I lucked out and found a used pair of stride rite shoes. Since the entire top is Velcro they are easy to put on. This is them...although I found mine at a children's consignment store for $4.50. Score!

stride rite wide. that's what charlie used to wear when he had chunky baby/toddler feet.
new balance also make a wide version, but i found stride rite to be more comfy.

we've liked pedipeds and see kai run for chunky feet. All our sneakers for Wagon Jr. are New Balance wide. they have extra wide too.

Stride Rite wides. My LO has wide feet and these fit him great. We also have a pair of wide Sperrys that he likes.
