I swear by Hunters. They are made out of all one piece of rubber so there are no seams where they can fall apart or leak in water. It's also nice that you can buy them a size too big and have the kids wear them with the fleece liners, then wear them again the next year without the fleece liner.
I just bought my daughter her second pair in May, but she had been wearing her first pair since October 2013!

I like Aigle, they are all rubber. I bought a size up for my DS and he got two full years of wear out of them (but his feet seem to grow very slowly) and they are still in good enough shape to pass on to DD. As for rain coats and rain pants, H&M sells rain suits that are decent. I would definitely get something that will hold up after being laundered often.
