My DS is almost 6 and loves Lego Blocks! The Lego movie is out as well so you could do the movie and a small set!
For the 4yr old girl probably anything Frozen related

Girl- 1) Tea cup tea party set or 2) dress up accessories enough for her and a friend or cousin or two
Boy- 1) Beyblades- I gave this to a 5 yr old boy last year and him and his 6-7 yr old bro Loved it!

Last year I did a swimming pool themed gift for my niece. I got a swimsuit, towel, pool toys, etc and put it all in a big beach style bucket instead of a gift bag. SIL loved it!

4 year old girl:
MY niece loves girlie stuff: dress up clothes, makeup/chaptick, nailpolish, purse, ect.
