Hanna Andersson's "Bright Basics" line often has this blue shade, and they do scooter skirts every year. It's probably the wrong season to buy new, but maybe you'd be able to find one one eBay, Kidizen, Poshmark, etc.?

Or, I highly doubt it will be a similar quality to Primary, but how about this? The look (as it appears in the reviews) is pretty similar.
