I don't know about stamps.com but I know you can use something like DHL and drop it off at a UPS store?

Is it a package or a letter? Packages usually need a customs form...so you might need to do that at the PO?

You need a customs form. If you mail it without it, it'll just come back to you.
My mom mailed me a package through the post office and somehow the form came off. It took ages to figure out what happened to it until it showed up at her door. She had to take it back to the post office, where they taped a new customs form. It was a PITA.

You can with a customs form. You have to schedule a pick-up. I do it all the time.
