i do! because i have out of control eyebrows that want to point in all directions (i have insane curly hair). i use a powder, and then go over it with a clear mascara to keep them all in place!
this is the powder i use (it's super cheap, and the brush that comes with it is the perfect size): http://www.maybelline.com/products/8/eyes/brow-liner/ultra-brow-brush-on-color/light-brown/402?shadeId=45.

I fill in when necessary, which is quite frequently! I have "unruly" eyebrows that do not stay the way I want them to. That, and I get a bit "tweezer-happy" from time to time and go a bit overboard.
I really like Clinique's shaper and highlighter: http://www.clinique.com/product/2753/8417/Makeup/top-rated-makeup/index.tmpl?cm_mmc=GoogleProductSearch-_-Null-_-Null-_-Null

I use benefits Brow Zings (wax and powder)--when I do anything at all. I think I have really nice eyebrows (my favorite feature on my face), but they are still the area I'll put makeup on when I'm otherwise makeup-free. I guess it helps draw more attention to them. I use it with the highlights brow pencil, too (High Brow).

I use this pencil...

It works well enough, but I'm thinking of checking out some other products.

I have super thin eyebrows (thanks Dad) so pencilling them in is a must. In fact, if I could only do one item of make up, that would be it! I use a cheapie pencil from Rimmel.

I have thick brows and so I don't. But sometimes I think I want to make them darker so I try, but I end up looking like a clown!

@Rubies: I do te same thing! Sometimes I think I should fill them in, it's always a failure.

My eyebrows naturally look like very short, thick, straight caterpillars. I pluck to shape them and they look great and don't need to be brushed, but I do need to pencil in the ends because they end way before my eyes do. I use a charcoal Christian Dior pencil.

I fill mine in with a brow pencil. They kind of fade out halfway down.
One time one of my sisters and I were talking about how my brows fade out and she was like, "you need to do something about that." I told that I have eyebrows like Daddy and she was like, "Yes, so fill them in!" I did and haven't stopepd doing it since.

When I wear makeup, I use an eyebrow powder. I think it's Clinique.
@pastemoo: I love Benefit makeup. I just don't wear makeup enough to buy it. If something happens to my makeup bag, I'm going to buy some Benefit makeup.

I do fill in my brows. I used to have thick brows but I over plucked in the past and some of the hairs never grew back. I use a brown pencil even though my hair is black. I find black to be too dark.

I don't, but my brows are pretty full. Thank goodness because makeup and I are currently not friends.

Yep! too sparse... i don't use an eye pencil though!
my cousin was an art student and found this art pencil thta is more of a natural color than any eye pencil i've ever used, so i use that

I have dark eyebrows, but they're a little sparse at the ends, so I use this stuff http://www.drugstore.com/ardell-brow-defining-powder-taupe/qxp87521?catid=183536
sparingly, though, because it's easy to overdo it. I'm afraid I'll look like this: http://cdn.sheknows.com/articles/2012/05/Ent/girls-hbo-hannah.jpg (love this show, btw!)
