For example, outlets with outlet covers, or things that might be strangulation risks, such as headphones or cords? I admit that yes, I let him touch all of these things when I am supervising, even the portable heater...that is not turned on, of course. 
But, I'm wondering if this will send him mixed messages when I have to deny him in the future for safety reasons. What do you think? How shall I go about this? Methinks I've given him too much freedom and it will be hard if/when I have to take it away!

We don't let her touch much that can be dangerous when on. At 15 months, I don't want to send mixed signals. We tell her that it's hot, and she's terrified of it. But she plays with ribbons, bobby pins, large blankets, etc while supervised.

I don't let her touch things that can hurt her, whether I am there or not. I'm scared she won't know the difference if one day I'm not there looking over her and she'll go to touch things.

Yes, I let by baby play with things like cables if I'm watching. My son, who is a toddler and understands more, is a different story. I am definitely sending mixed messages but it's hard.

The more we tell her no, the more it becomes a game for her to see how far she can go. We try to distract her with other things until she can understand WHY she isn't supposed to stick stuff into the outlets or play on the stove.

Sometimes I think the more I keep her away from something the more she wants to play with it. So if I let her check it out and play with it a bit, she loses interest and moves on to something else.

Yeah, I'd never let a LO play with something dangerous, for fear of mixed signals. Just not worth it!

off limits. we try not to say NO unless it is a safety risk. We do a lot of positive discipline in our house. If he is banging on the window we show him how to touch the window nicely or to wave at the birds. If he wants to touch the outlet we get down on his level and say no touching the outlet, here is something you can touch and we redirect him to something else and really engage him in something that he can play with. Same thing with wires, he cannot pull the wires but he call pull the toy.
We were having tantrums at all the things he couldn't touch until we started replacing them with things he CAN touch!
PSA: A friend of mine who is a pedi nurse made a good point one day about littles playing with pots and pans. She said it sends mixed messages because pans are HOT and we should never touch them....interesting

I try to keep my LO away from things that are dangerous because I don't want her to think they are toys!

I try to do the same as @littlebittyhouse: I only say no if it's truly a danger, and I mostly replace with something he can touch.

Yes. I've let her play with things like a container of gum (she shook it) and shoe laces etc. however I think things like a heater would send a mixed message.
